Mr. Putnam has over 40 years of experience in the remediation field both with NJDEP and the USEPA. He was previously the Assistant Director for the DEP’s Publicly Funded Response Element. As the Assistant Director, he managed over 50 staff and an annual remediation budget over $15 million. The Element performed all aspects of the remedial process on over 300 cases: Immediate Environmental Concern cases, Preliminary Assessments and Site Investigations, Remedial Investigations and Feasibility Studies, Remedial Design, Remedial Actions, and Operations and Maintenance.
Mr. Putnam was the State Project Officer for the Fund Lead Superfund sites in New Jersey. He was instrumental in the effort that got the most sites on the Superfund List for New Jersey, and in getting more than $ 4 billion in Superfund monies for New Jersey’s Fund Lead Superfund sites; far surpassing any other state. Ed has testified before Congress and the New Jersey Legislature, and has been an expert witness in cost recovery litigation.
