Partnering with You from Preliminary Assessment to Completion of Remediation

Preliminary Assessments are the first steps in understanding your consulting needs. We evaluate your property for any potential areas of concern that may have impacted soil, groundwater, surface water or vapors, along with any corresponding liabilities that may arise.
Our focus during the preliminary assessment process is to protect you from potential liability. Once we know the potential problems, we tell you exactly what needs to get done to remove any pain points down the road.

In New Jersey, PennJersey employs four Licensed Site Remediation Professionals (LSRPs) with the ability to exercise their professional judgment within the regulatory framework set by the Department of Environmental Protection (DEP). An LSRP also has the unique ability to issue final remediation documents.

The State of New Jersey does not recognize the Phase I Environmental Site Assessment practice as sufficient due diligence. Instead, Preliminary Assessments – which are similar to but have distinct differences from Phase I’s – are the first steps in the remediation process. The process is extremely comprehensive, involving data obtained from:

Investigation of the existence and contents of on-site and governmental files

Detailed site reconnaissance visit(s)

Interviews with company employees and local residents

Review of aerial photographs

Evaluation of property deeds/title search

Assessment of historic fire insurance and topographic maps

Any other sources located, such as library files, city/county directories, and anecdotal information

This comprehensive process is designed to identify any on-site areas of concern with the past, present, or future potential to adversely affect the soil, groundwater, surface water, or indoor air of the site, as well as any neighboring properties that may have caused contamination to migrate to your property. The New Jersey staff of PennJersey includes four current Licensed Site Remediation Professionals (LSRPs) who are authorized by the NJDEP to oversee such work and exercise independent professional judgment within its regulatory framework.

Once this assessment has been completed, PennJersey provides a detailed report on the possible exposures and means of addressing the issues, with an eye toward protecting you from liabilities in the most efficient and cost-effective manner. In those cases without areas of concern warranting further investigation, the LSRP retained for the project has the authority to issue a Remedial Action Outcome (RAO) to close the matter without the delays inherent in awaiting NJDEP approval. Should further investigation of the site be necessary, PennJersey provides the necessary guidance for conducting the needed Site Investigation to determine whether contamination is present.
